The procedure for attracting foreign labor
In order to determine the procedure and conditions for issuing and (or) prolonging permits the following categories of employees are established for attracting foreign labor (hereinafter referred to as the permit):

Heads and their deputies;

Heads of structural subdivisions that meet the qualification requirements established by professional standards, the qualification directory for the positions of managers, specialists and other employees, the typical qualification characteristics of the positions of managers, specialists and other employees of organizations;

Specialists who meet the qualification requirements established by professional standards, the qualification directory for the positions of managers, specialists and other employees, the typical qualification characteristics of the positions of managers, specialists and other employees of organizations;
-
Qualified workers who meet the qualification requirements established by professional standards, the Unified Tariff and Qualification Directory of Works and Professions of Workers, and the Tariff Qualification Characteristics of Workers' Professions.
The procedure for obtaining permission to attract foreign labor
In accordance with paragraph 16 of the Rules, the issuance and (or) extension of permits by the local executive body is subject to the following conditions:

the number of citizens of the Republic of Kazakhstan is not less than 70% of the payroll number of employees belonging to the first and second categories;
-
the number of citizens of the Republic of Kazakhstan is at least 90% of the payroll number of employees belonging to the third and fourth categories.
The employer, attracting foreign workers as part of an intra-corporate transfer, ensures the percentage ratio of the number of foreign workers (managers and specialists) involved as part of an intra-corporate transfer, which is no more than 50% of the number of Kazakhstani personnel of the corresponding category.
For the issuance and (or) extension of a permit, employers are charged a tax fee (hereinafter referred to as the fee) according to the size of the fee rates for the issuance and (or) extension of a permit to attract foreign labor to the Republic of Kazakhstan, approved by the Decree of the Government of the Republic of Kazakhstan dated April 3, 2018 No. 157 “On setting the rates of the fee for the issuance and (or) extension of a permit to attract foreign labor to the Republic of Kazakhstan".
Attracting foreign labor within the framework of intra-corporate transfer is carried out outside the quota and free of charge.

The consumer also provides the service provider with the decision of the local executive body on the provision (cutting) of a land plot (permission to use the site) for new construction, or the permission of the local executive body to change existing facilities (reconstruction, redevelopment, re-equipment).

Permission to connect to heat supply
For the gasification of new facilities, the construction of new gas pipelines (including the replacement of existing gas pipelines), a change in the diameter or location (transfer) of existing gas pipelines, etc., it is necessary to obtain Technical Specifications (for the design of gasification facilities) from the local gas distribution organization.
To obtain technical specifications for legal entities, individual entrepreneurs, the following list of documents is required:

A letter (application) addressed to the technical director of JSC "KazTransGas Aimak" (or the chief engineer of the production branch) with a request for the issuance of specifications indicating the planned volume of the maximum hourly gas consumption by the facility;

A copy of the state act on the land, title documents for the real estate where the object is located, or a notarized agreement of the owner of the real estate for the gasification of the object;

A copy of the technical passport for the object;

Technical data of gas-consuming equipment for gas flow and pressure (copies);

Constituent (registration) documents of the customer;
-
Topographic survey of the area where the object is located with the adjacent territory, in scale M 1:500.
Design and production of installation works can be performed by organizations having the appropriate state licenses or conclude an agreement with a gas distribution organization ( JSC "KTGAimak") of their region. -
Contract for technical and emergency maintenance (legal entities, individual entrepreneurs using non-residential buildings/premises/buildings/structures).
To conclude an agreement for technical and emergency maintenance with the JSC "KazTransGas Aimak" or organizations that have licenses to perform these types of work (equipped with the necessary machinery, equipment, materials and qualified personnel).
